Is it required for the person making Adhan to know Tajweed?

Yes, it is required for the person making Adhan to know Tajweed. Otherwise, he will mispronounce the words in Adhan and therefore change the meaning of the Adhan. Which is unquestionably unacceptable.

«إِنَّهَا لَرُؤْيَا حَقٌّ إِنْ شَاءَ اللَّهُ، فَقُمْ مَعَ بِلَالٍ فَأَلْقِ عَلَيْهِ مَا رَأَيْتَ، فَلْيُؤَذِّنْ بِهِ، فَإِنَّهُ أَنْدَى صَوْتًا مِنْكَ»

Abdallah bin Zaid (May Allah Most High be pleased with him) narrated that the Messenger of Allah (peace be upon him said), ‘Indeed it is a true dream (i.e. the dream of Adhan), if Allah (Most High) wills. Go with Bilal (May Allah Most High be pleased with him) and teach him what you have seen.  He will make the call to prayer (Adhan) with those words. For indeed he has a better voice than you.’ (Sunan Abi Dawood 499, Hasan).

Not only is it important for the person making Adhan to have a strong and beautiful voice (see link below for details). It is even more important for him to have the ability to articulate the words correctly. This seems to be an obvious point. However, it is overlooked all too often.

فَلَوْ كَانَ بَعْضُ كَلِمَاتِهِ غَيْرَ عَرَبِيٍّ أَوْ مَلْحُونًا لَا تَجِبُ عَلَيْهِ الْإِجَابَةُ فِي الْبَاقِي. (رد المحتار على الدر المختار)

If some of the words are not Arabic or distorted, then it is not necessary for him to respond to the rest of it (the Adhan). (Imam Ibn Abideen, Radd al-Muhtaar).

لَا يَحِلُّ سَمَاعُ الْمُؤَذِّنِ إذَا لَحَّنَ كَمَا صَرَّحُوا بِهِ وَدَلَّ كَلَامُهُ أَنَّهُ لَا يَحِلُّ فِي الْقِرَاءَةِ أَيْضًا. (البحر الرائق شرح كنز الدقائق)

It is not permitted to listen to a Mu’adhin (person performing Adhan) if he distorts it, they (the scholars) were clear about this. His statement indicates that it is not permitted for recital either. (Imam Ibn Nujaym, al-Bahr al-Raiq).

As we see in the Nusoos (texts) above, it is so reprehensible to make the Adhan whilst mispronouncing it, that Hanafi scholars said you should not listen to it. Neither is it required to respond to such an Adhan.
