When women finish Umrah can they cut each other’s hair?

No, women who finish Umrah cannot cut each other’s hair, since they are still in Ihram. If they do so, then a penalty (Kafarah) will be required of both. Rather one of them should cut her own hair and then she can cut the hair of others.

وَلَا تَحْلِقُوا رُءُوسَكُمْ حَتَّى يَبْلُغَ الْهَدْيُ مَحِلَّهُ

Do not shave your heads until the sacrificial animal reaches its appointed place. (Surah al-Baqarah, 196).

The Ayah above is proof that one is not permitted to cut hair until he is ready to exit Ihram. Permission is given for people to shave their heads. However, this does not extend to shaving or cutting the hair of others. The Hanafi scholars clarified that cutting the hair of another will result in a Kafarah (penance) being required.

اعْلَمْ أَنَّ الْحَالِقَ وَالْمَحْلُوقَ إمَّا أَنْ يَكُونَا مُحْرِمَيْنِ أَوْ حَلَّالَيْنِ، أَوْ الْحَالِقُ مُحْرِمًا وَالْمَحْلُوقُ حَلَالًا أَوْ بِالْعَكْسِ؛ فَفِي كُلٍّ عَلَى الْحَالِقِ صَدَقَةٌ إلَّا أَنْ يَكُونَا حَلَالَيْنِ، وَعَلَى الْمَحْلُوقِ دَمٌ إلَّا أَنْ يَكُونَ حَلَالًا نِهَايَةٌ، لَكِنْ فِي حَلْقِ الْمُحْرِمِ رَأْسَ حَلَالٍ يَتَصَدَّقُ الْحَالِقُ بِمَا شَاءَ، وَفِي غَيْرِهِ الصَّدَقَةُ نِصْفُ صَاعٍ كَمَا فِي الْفَتْحِ وَالْبَحْرِ. Know that the one cutting and the one having the hair cut could both be in Ihram or not. Alternatively the one cutting could be in Ihram and the one having the hair cut is not in Ihram, or the opposite. In all cases Sadaqah (charity) is upon the one cutting, unless they are both Halal. Damm (sacrifice) is required of the one who is having the hair cut unless he is not in Ihram (Nihayah). However, in the situation where the one cutting is in Ihram and the one having the hair cut is not, he can give any amount in charity. In other cases he must pay a half Saa in charity, as has been mentioned in Fath and Bahr. (Imam Ibn Abideen, Radd al-Muhtaar).

As we see in the Nass above, the person who cut the hair of another whilst in a state of Ihram will be required to pay Sadaqah. As for the one whose hair was cut, that person will have to sacrifice an animal (Damm).

The prohibition of cutting another’s hair whilst in Ihram is not restricted to females. The ruling is the same for males. However, it tends not to become a concern for men, since they usually go to the barber after completing Umrah.
